This is mitigated by the fragmentation-fallback codepath, it looks like. Both of the attached testcases produce 3 pages of output in current Nightly (which I think is the expected rendering), though they produce only 1 page if I toggle `layout.display-list.improve-fragmentation` to `false` (so the original issue is still present, but mostly-addressed by the fragmentation fallback).
