We started to see a different error since netplan.io 0.107 landed in
jammy-proposed:

ModuleNotFoundError: No module named 'netplan._netplan_cffi'

The root cause is probably the same.
Phasing is paused for netplan.io 0.107.1-3ubuntu0.22.04.1
