Bug description:
## Impact
The animation in the mouse panel (in the touchpad section) to enable
tap-to click is not visible in ubuntu, but it's just a block color
box.
## Test case
1. Run gnome-control-center mouse
2. Switch to the touch pad tab
3. The tap-to-click animation should show and animate on mouse over
### Regression potential
Animation is not visible at all. Other illustrations in multi-tasking
panels aren't respecting the accent colors.
