I've noticed this too while travelling with 24.04 and 24.10 recently.
And just reproduced it on both 24.04 and 25.04 to be sure.
It seems GNOME's definition of "airplane mode" doesn't resemble what
we're used to on smartphones (where it's more to do with cellular
networks). Instead "airplane mode" seems to be a mode of the GNOME
Bluetooth setting which means both Bluetooth and wifi have been turned
off. And disabling airplane mode just turns on Bluetooth.
This is certainly confusing and unexpected. Although the problem is less
visible now that airplane mode isn't shown in quick settings. Instead
you need to have Settings>Bluetooth open to see the state of airplane
mode.

Bug description:
Turning off the WiFi from the top right control enables Airplane mode
(see screenshots). Also after turning off airplane mode, the Wi-Fi is
not turned back on, rather the Bluetooth is.
