Verification done on AWS instance

1. Enable oracular-proposed in Apt and install the package
2. Enable a PPA with the latest nvidia UDA driver that has no LRM associated. 
At the time of testing the drivers came from this PPA: 
https://launchpad.net/~kuba-t-pawlak/+archive/ubuntu/570-uda
3. run sudo ubuntu-drivers install --include-dkms
4. Verify that the process installs both nvidia-driver-570-open' and 
'nvidia-dkms-570-open'

  [ Impact ]
  When installing development nvidia driver packages from a ppa like 
ppa:graphics-drivers/ppa.
  The ubuntu-drivers install --include-dkms will install nvidia-dkms- only but 
not nvidia-driver-
  The driver installation is not completed. some packages are missing.

  [ Steps to reproduce ]
  1. Add a PPA with new nvidia driver that is not provided with LRM yet.
  2. Call 'ubuntu-drivers install --include-dkms'
  3. observe the list of drivers that are to be installed. 

  [ Expected result ]
  both 'nvidia-driver-' and 'nvidia-dkms-570-server-open' are installed and not 
just 'nvidia-dkms-'.

  [ Test plan ]
  1. Add a PPA with new nvidia driver that is not provided with LRM yet.
  2. Call 'ubuntu-drivers install --include-dkms'
  3. observe the list of drivers that are to be installed.
