Yeah. I have exactly the same issue!
When I leave my PC with secondary language on, and OS locks the screen after 
some time, I observe the same behavior:
 - despite switching to polish layout (primary, used for password) it switches 
back while I'm typing.
 - it also switches back to secondary language if password was incorrect.


P.S, I'd really curious if it is somehow related to window focus issues with 
radeon/vulcan drivers.

  Second language input on lock screen

Status in gnome-shell package in Ubuntu:
  Incomplete

Bug description:
  - Add a second input source language to Ubuntu (I'll use Greek as example)
  - Leave the keyboard shortcut switching to super+spacebar
  - Change the input source to Greek
  - Lock the screen
  - Wake the screen up
  - Use super+spacebar to change the input source back to English

  Expected:
  The input source to stay in English indefinitely

  Actual:
  The input source reverts to Greek

  Depending on how big your password is, it's a challenge to type it in
  before the source reverts back to English!
