Bug description:
  From Gnome 3 System Settings changes document [1]:

  The “Screen” panel from System Settings should be completely removed.
  The functions that were contained in this panel will be moved to the
  following panels:

    *  Brightness will go with hardware>display
    * Dim screen and turn off screen go in power settings
    * Lock will go with system>user accounts after “Automatic Login”
