This option is available in Appearance Preferences in the Style dropdown (along with Tile, Zoom, Scale, Center, Stretch.) In Firefox the context menu over an image allows 'Set Desktop Background'. This also has a 'Position' dropdown (which probably should be renamed 'Style' to match Appearance Preferences), but it only shows the options Tile, Center, and Stretch.
