no, dunno what computer you work on but on a 5 years old laptop starting applications does the spinning cursor for a few seconds, the probability that an user has to aim on a spot just after starting something and can't wait for the application to start is very low, it's a corner case and not a bug, the other alternative would be to have no spinning cursor and indication that some is starting, it would be annoying over what supposed issue it would solve
