no, dunno what computer you work on but on a 5 years old laptop starting
applications does the spinning cursor for a few seconds, the probability
that an user has to aim on a spot just after starting something and
can't wait for the application to start is very low, it's a corner case
and not a bug, the other alternative would be to have no spinning cursor
and indication that some is starting, it would be annoying over what
supposed issue it would solve

  I booted the live environment from an USB stick, using the
  ubuntu-10.10-desktop-i386.iso

  When I start a program from the menu or the panel (like Firefox) the
  mouse pointer changes shape to the spinning ball.

  While in that shape it is hard to click smaller items on the screen as
  there is no point of the cursor.

  For example resizing existing windows is next to impossible, as a
  narrow area most be hit, but the pointer is a big ball and the user
  does not see where the hotspot is , also the ball covers are that the
  user is trying to aim at.
