Here on up-to-date Oneiric.

I rely on this feature to display remote messages to the logged-in user.
On networked Ubuntu stations this is very important to my programs, else the 
user won't know his workstation will shutdown !!
With this bug, my program sees no-one connected and no message can be 
displayed. Very Sad. 

Any workarounds on Oneiric to get the user connected to the graphical
session ? (besides re-installing GDM...)

I see the priority is low for Oneiric. Is it planned to be fixed or will
it be fixed only in Precise ?

  When logged into a graphical session, I get no acknowledgement from
  who, w or last that I am logged in:

  last only reports tty logins, not graphical logins.
