The question is, do you remove User123's home directory? If not, then
the exact same configuration will be used by the recreated user. That's
not a bug.

  Remade username doesnt ask keyring to make password

Status in “gnome-system-tools” package in Ubuntu:
  Incomplete

Bug description:
  Deleting user and making with deleted name ignores keyring

  Make User123
  Use it- connect to secured wifi and make unsafe storage
  Log out
  Log to another Admin account
  Remove User123 and (since theres bug you cant immidiatly create same name 
user)
                             A.) 1.) exit user management and open it again 2.) 
make User123
  else
  B.) make User123 get error you dont have sufficient privilegies then A.) 1.) 
and A.) 2.)
  else
  C.) make User456 then A.) 2.)
  optional D.) Delete User456

  So when User123 is remade:
  Log in User123
  Connect to secured wifi
  Enter passw

  FAIL: no keyring passw making asked.

  Instead: Ask again as allways or silence keyring forever on every
  Ubuntu release.
