I was able to reproduce this I show the following:

11.10 i386 - 729.1MB
11.10 amd64 - 731.2MB

Both exceed the capacity of a CD and a test with Brasero shows that a
burn is not possible.

  I wanted to create an Ubuntu installation CD. I downloaded the Ubuntu 11.10 
ISO file but Brasero could not burn it to a blank CD because it thinks the file 
is too big (download size is 695 MB, my file manager Nautilus 3.2.1 reports it 
as 729.1 MB). K3b is able to burn the disc so I know it is a Brasero issue.

  Steps to Recreate Issue
  ----------------------------------
  * Download the Ubuntu 11.10 ISO from 
http://www.ubuntu.com/start-download?distro=desktop&bits=32&release=latest
      - The download manager in Firefox says the download is 695 MB
      - The downloaded file shows as 729.1 MB in Nautilus
  * Insert a blank 700 MB CD into the CD-write drive
  * Right click on the downloaded file and select Write to Disc...
  * A Brasero window pops up and says that the file is too big to write on the 
disc even with overburn
  * Close the Brasero window and attempt to write the file using K3b. K3b 
reports the file as 695 MB and writes it to the CD.

  Problem: Brasero is the default disc-writing software that comes with
  Ubuntu and one would expect it to be able to create an Ubuntu
  installation disc without issues.
