Totally agree. It should allow reordering without download. Totaly unobvious behavior.

However, this never works for me when I first open the language support window. If I switch to other windows or tabs and back again, sometimes dragging starts to work, but I can't see a repeatable pattern. In case it's relevant, when I first start language support it says that some packages are not installed (specifically, the South African English support for LibreOffice, libreoffice-za, which I don't want because I don't have English (South African) installed so I tell it to remind me later).
