I disagree with this bug. I made two changes to the default panel layout: add back the show desktop button and replace the more-or-less-broken notification area with the Ubuntu-style "indicator" status menus (as was done for 10.04 and 10.10).
The gnome-panel developers do not add the trash panel by default. I don't think the target user of Ubuntu needs a trash bin always visible on their panel. I don't believe the average person bothers emptying the trash on their computers and adding the extra icon would clutter the clean look.
