I've cc'ed Olav, one of the appropriate people needed that could help
us make progress on this issue, or at least provide us some good
pointers.  (Incidentally, he saw the last DAM summary notes and was
interested about the defect tracking stuff and asked me more questions
about what went on there.)

No.  It is not free software (and in my opinion there is no reasonable
reason why it couldn't be), and thus not acceptable by many groups
within the community.  Some may be willing to accept it for their
particular projects, but it really will not answer the general
problems of the community since far too many will be unwilling to
accept or use it at this time.

I've used Launchpad some (I have occasionally used bug trackers of
several distros to see if there are any additional bugs in the wild
that I don't know about, or if there are more details about bugs that
I'm having a hard time gathering enough info about.  Ubuntu folk are
some of the best at making sure their bug reports are filed upstream,
but still don't get them all.)  I went through a few dozen of their
bugs in Launchpad adding various comments, and even used their
upstream feature to connect it to a bugzilla.gnome.org bug.  That
particular feature seems pretty slick, though having only used it once
(maybe twice?) I still probably don't know all the details.  Having
something similar in bugzilla would be really cool.
