that's quite right. the "bureaucracy" was on the Mozilla side of things, so 
perhaps a more accurate statement would be that Mozilla's developers don't 
have the energy to accept more community participation.

given their resources and how open source works, i honestly wouldn't buy that 
claim, though.

all the same, there was recently a blog entry somewhere about a Qt renderer 
for Gecko that came out of Nokia which was being worked on by a gecko hacker.
