Based on anecdotal evidence, I think the new Jaunty scheme is worse, but
maybe some statistics gathering will clear it up.  Whenever I've
observed anyone dealing with the new notification scheme, the
update-manager app pops up in their face, and without even looking at
it, they are so annoyed that they immediately close the app.  At least
the little icon in the notification area was a persistent reminder,
which one could take care of when they wanted to deal with it.
