If you press home and volume up button you get that window.
It was originally meant for debugging purposes. Since most of the stuff is jar'ed, it doesn't give as much useful information.

I am not completely sure what triggered that but I will try to reproduce this. I tried to make a screenshot and the popup window as seen in the photo popped up. Is this some debug thing that I triggered with the volume/home buttons? (I might have pressed the wrong combination.) The window stays on screen even if I exit the Browser app. I can scroll its contents horizontally but I cannot get rid of it. It is on top of everything including the (locked) home screen.
