I think I'm having the same problem with Geeksphone Peak running 2.1. I got a
notification this morning that there was an OTA update. I downloaded the
update, the file uncompressed, the phone rebooted, everything seemed the same
(no changes).

And then I got another update notice. I figured, maybe this is an update on the
update. But then when I downloaded the new update, it got stuck on the
uncompressing stage and is still there, trying to uncompress.

The phone works okay without the update ... although 2.1 seems a little slow
and some things don't paint properly, it's good enough to test games on. And
some games now run that didn't run before! And my Peak now can make phone
calls.

So for now I'll just reboot and not do OTA updates (perhaps your warning about
2.2 applies to 2.1). I had the same thing just happend to me on my Nintendo
3DS. Go figure!
