I believe this is due to the wrong OTA channel.
So, you can use script ./change_channel.sh in
https://github.com/Mozilla-TWQA/B2G-flash-tool to change the update channel.
In 2.0, please run ./change_channel.sh -v nightly-b2g32. Please check if
flame can be updated or not after device is reboot.
