Preloading whatsapp may need some form of brand approval from whatsapp to be used on our devices.
So we should keep these type of preloads in mind when we define a process for future releases. I wonder if the "late customisation" feature is something that Mozilla can use themselves to push apps onto the device on first launch. This is a feature going into v2.5.
