sys: Remove ancient SCCS tags.
Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

This looks to be a bug in the script as it didn't leave a blank line before the
Utah hdr.
I'm fine if the fix is to can the Utah headers.
