Could someone give some background knowledge of this problem? Bugzilla
id?  It looks like XULRunner 1.8.1 stream has fixed it. Also, any way
to work around it in this old xulrunner 1.8.0.1 version? Like changing
Mozilla preference?

AFAIK Gecko prior to 1.8.1 can't handle unicode correctly on windows because it uses the system code page to access file on the disk. Therefore, with an english windows, gecko can't display a file with chinese character.
