The Mozilla ActiveX control is now part of the XULRunner distribution
on Windows. Look here: 
http://releases.mozilla.org/pub/mozilla.org/xulrunner/releases/

The latest version of the ActiveX control, using the Firefox 3.0.6
rendering engine can be found here:
