I believe so... But worth checking the documentation.
The "NETWORK STOPPED" message for the top level document comes well
before it's child frames. So, I don't think I can use the state flags
to predict when a document is completely loaded.
That's odd. That shouldn't be happening; STATE_STOP|STATE_IS_NETWORK
explicitly waits on child frames.
