Is Firefox imposing UI on google.com when you load it in a browser tab?
This bar is universal chrome for the OS which is always present and always
accessible. By default it will automatically collapse when you scroll a
third party homescreen to get out of the way, but it is always there in the
same way that it's always there for other apps.

As we allow replaceable homescreens and make more parts of the OS
customisable it's more important than ever to always be able to access this
persistent piece of UI which is identifiably Firefox OS, and trustable.
