It just got working... and I got one update before it is now broken again :)

Flame is our biggest set of update-able devices in the wild, so is probably the easiest place for building a nightly tester audience. I've found countless *real* bugs by living on nightly channel OTA. Anyone know what happened? Why the update.xml would be empty?
