We have 100% reproduced this issue using the above steps but there are most likely other ways in encountering the issue. In your case, it probably has something to do with having a SIM code enabled. It all seems related to the time being changed after OTA which we are writing up separately.
BTW We were able to resolve this issue by setting the time and date correctly after OTA. Marketplace and Browser will magically work again.
