Sometimes we use that state to indicate whether something is working on it or not. E.g. during triage we decide that a certain bug will be fixed by "Joe Hacker", we set the "Assigned to" field to "Joe Hacker" but leave the state to NEW. Once Joe has time to actually starts working on the bug he changes the state to ASSIGNED. This is useful to let other people know that somebody already plans to work on that bug. (at least that's what we used to do when triaging dialer bugs) Gabriele
