I'd need some clarifications on the /distros folder in Gaia.

Right now /distros contains 3 subfolders:

 * /raptor and /spark have apps with localizable manifests, but no
   actual strings.
 * /b2gdroid has actual strings, even if sadly we don't ship a
   localized version of it.

What are the criteria to put things into /distros? Is it safe to assume that it will not contain information relevant for localization (excluding b2gdroid)?

Strings are exposed to localizers through a conversion process[1]. /spark is already excluded, but new folders appearing in /distros will be included automatically and exposed for localization (it happened for /raptor this week), and nobody benefits from that.

It might be useful to understand if it makes more sense to exclude case by case ('raptor' now), like it's already happening, or just exclude everything but 'b2gdroid'.
