After flashing the time set will be different and may even be a completely
wrong date and time.
Depending on the flash script used, some will correct to the time and date
that is set on the computer (if that part of the script works correctly on
your platform).

Most of the time issues should resolve after time if you connect to wifi or
have a sim (and your timezone hasn't changed) due to NTP.  If you have not
connected your phone to either, and the flash script didn't correct the
time correctly with your machine that you flashed, then yes.  It will be
set to the wrong date and time.  We need an OS check in the script : bug
1231267  ( I had failed to see that bug 1070061 was closed until now ).

If you also changed time zones there are a few bugs in regards to that.

The last was resolved 11/23 and the 11/24 seems to have things fixed.

The dogfood build if you are on the dogfood channel should be set to a
build from 2015/11/30.
