I think you may be hitting the same issue in regards to why we can't OTA
the phone any more.
I haven't tried shallow flashing since we switched over to the partial
FOTA.  (gecko / gaia fota only ).
It gives me reason to think that maybe we should have a script to use
partial FOTA as well...
