TL;DR If you're foxfooding or receive the new dialer via OTA/FOTA you won't encounter this issue
Detailed update we discovered this was due to the permissions not being updated after updating gaia via 'make install-gaia'. Since this doesn't bump gecko's build ID it doesn't trigger the process that regenerates permission which ultimately prevents the communications app from opening the callscreen. So if you're install-gaia'ing a new gaia version, either shallow flash gecko or reset-gaia afterwards to get the right permissions. Everybody else shouldn't be affected. Gabriele
