The original question still needs an answer!

The answer is likely that you will not be able to do so, unless someone
else stands up a marketplace, and the original packaged apps format
continues to be supported in whatever FxOS looks like at the time that the
Mozilla marketplace shuts down. You'd also need to make changes in FxOS to
allow the signing to work between the new marketplace and the OS.
