I think, the popup window to enable FullDevTools  doesnt allow users to go into 
FUllDevTools mode. You have to press the enable button 10 times, but it gets 
stuck on the last one. As if no matter how many times you press it, it still 
shows that "You can press enable 1 more time to go into fulldevtools mode". As 
if there is no event handler for the last enable press. I am not sure if I was 
able to explain it  properly.
