Hey Sam, not 100% sure that this is going to be helpfull, but IIRC when you have your phone switched off and you plug the usb cable in, the phone starts the booting procedure and loads th init.rc script. Inside init.rc there's en event called "on charger" that will get triggered and executed. You'll probably need to tweak that event in the init.rc file to behave like the "on boot" event. Seems feasible, but that means to rebuild and flash the ramdisk image... I'll take a closer look and see if I can come up with a better approach...
