This is correct, but the same navigator.geolocation APIs are still available to apps. The system implementation will try to use Wi-Fi, cell towers, and GeoIP to locate the device even when hardware GPS sensor is unavailable. This is actually the common case for most devices because GPS is often slow or unreliable indoors. :)
