I talked to Garvan and Victor about this, and we want to provide something 
similar in the stumbler app.

We'll create some service side API where you can ask for a GeoJSON point 
representation of all the cell networks in a specific area, probably also with 
filters for radio type, country and network code.

For Wifi networks we can probably create a similar API, that will just give you 
the number of networks in some small area, like a 100x100m grid, so we don't 
disclose too much sensitive information.

Details to be figured out.
