We are starting limitation of the new leaderboard system for Mozilla stumbler. 
There are three main requirements:
- support smaller regionalized leaderboards (i.e. per-country, per-city, 
per-neighborhood)
- support leaders based on blocks of time (week-by-week leaders)
- use Firefox Accounts

Implementation-wise, the backend will store user observation counts in 500m 
grid cells, and per-week. The possible concern here is that the leaderboard is 
now tracking users more that it was previously. The opt-in for the leaderboards 
will have to indicate that Mozilla is storing this granularity of data, so 
users can make an informed decision about participation.

I think the two main areas of concern will be privacy related, and 
future-feature related (i.e. will the leaderboards support all the different 
initiatives that have been suggested by the community).
