How to reproduce:
- create virtualURIMapping 
(info.magnolia.cms.beans.config.RegexpVirtualURIMapping)
- set toURI with UTF-8 chars (test with czech chars, for example: 
redirect:/č/š/ž.html)
- access page set in fromURI
- you get 404 (czech chars changed to whitespace)
