Anonymous user does not exist after first restart

After installation and restart, Magnolia is unusable - both author and public
instance display login screen, but user is unable to log in, and there is
following message in the log:
ERROR info.magnolia.cms.security.SystemUserManager : Failed to login as
anonymous user
javax.security.auth.login.AccountNotFoundException: User account anonymous not
found.
The situation is the same even without restart if magnolia.update.auto is set
to true.
