NPE in DialogLanguageUtil when creating a new shop

The "shop" dialog contains a shopMultiLanguageEdit field for "title". However
the DialogLanguageUtil is not capable of determining the language since the
/shops node is not assigned to any site. The patch fixes this by using the
standard i18nContentSupport when no site was selected.
