Ok guys, this is EXACTLY the type of thing that should be configurable.
For some website designs a "fixed" (ie always visible) page-bar will work
better, for other designs a "top" (ie at top of page, not visible when scrolled
down) page-bar will work better.
It just depends.
Even with the current solution ("top" page-bar), we have the page-bar "above"
the content for some sites, and "over" the content on other sites. This is
because, for example, in some designs the page-bar covers some navigation links
if we put it "over" the content, while in other designs the page looks funny if
the page-bar is "above" the content and makes the page taller.
If you're using STK you can depend on the templating-components working well in
your design. After all, that's how they're tested. But if you're creating your
own designs, not based on STK, you really want more control over the placement
and styling of the templating-components in order to provide the editors with a
good user experience.
Therefore: don't make us choose between "fixed" and "top" page-bars in advance!
It should be a trivial matter for you to make this setting configurable (eg by
providing an optional parameter in the page-bar element), and thus enable both
use-cases.
