Description: Shell app opens under the modal dialog curtain - though the modal dialog should only be modal to the subapp.

 Steps to reproduce:
1. Open contacts
2. Click "Edit contact in Dialog"
3. Click a shellapp button, like Pulse.

 Shell app opens under the modal dialog - though the modal dialog This  should  only  be  modal to  fixed once Dialogs no longer use  the  subapp  dialog viewport .
