There are currently two "Listener" classes:
* info.magnolia.cms.beans.config.Listener
* info.magnolia.cms.security.Listener
These should be merged and renamed (they manage ip-based security), and
possibly improved (support ranges, ...)*(1)
We should also extract their usage from URISecurityFilter (since its not URI
security per se) into a separate filter.
(1) these potentiel improvements should be a separate task.
