Summary: modules: repositories are not added to subscribers
configuration anymore (was: modules: repositories is not subscribed anymore)
Description: In 3.0 repositories were subscribed(i.e subscription was
configured - they could be activated) by default. This is not the case anymore
but should work as before. Otherwise all the modules has to add a task which
does not even yet exists. Adding a bootstrap file will fail as the subscribers
are not bootstrapped in the public instance. (was: In 3.0 repositories were
