Files with Apostrophes in the Name Cannot Be Uploaded to Rich Editor Paragraph

When uploading a file attachment to a rich editor paragraph, the upload fails
if the filename contains an apostrophe:
1. Create a new Rich Editor Paragraph
2. Enter some sample text.
3. Select a word. Click the "link" button.
4. Click the upload tab.
5. Click "browse." Select a file with an apostrophe in the filename.
6. Click upload.
Expected behavior:
File should upload normally, just like any other file.
Actual behavior:
Browser throws a javascript error, and the file is not uploaded.
