I was fighting with an issue last night with the cmsfn and cms taglib. I think it came down to a typo in my cms.tld file - which for some reason caused it to not register the cmsfn.tld file and spit out errors pointing fingers at cmsfn - even though it seems that the problem was within the cms.tld file all along...

Long story short - for my own sanity and to make it easier to troubleshoot, I split of the cmsfn-taglib into it's own module / jar file independent of the cms-taglib module. At the moment, it's an incredibly small module (one source file, one pom file, one TLD resource file) - but it did make troubleshooting my issue a bit easier.

Is there a compelling reason to keep the cms-taglib and the cmsfn in the same module?
