Various modules need for their functionality to obtain top content (page) when
receiving notification about updates on lower level (properties, paragraphs).
Currently, Search Module, Observation Module and possible Cache Module do so.
We should extract one of the implementations, make sure it works for all and
put it in core for every module to use.
