Setup one author and two public instances. One subscription has the URI from 
"/" to "/" and the other one is from "/help" to "/". During activation content 
is going to get activated to same location on both public instances. The 
activation path will be the one set for the first subscriber.
The workaround would be to activate to each subscriber separately instead of to 
all of them at once.

  was:I was testing Magnolia 3.6.1 on my local machine from 
magnolia-enterprise-bundle-3.6.1-bundle-jdk15.tar.gz. I setup one author and 
two public instances. One subscription has the URI from "/" to "/" and the 
other one is from "/help" to "/". I was activating "/help/services" to both 
public instances. However, the services node appear at the root level in both 
public instances.
